This has been confirmed to TheVerge, David Westonvice president of enterprise and security at Microsoft: “We’ve moved all screenshot processing and all sensitive processes into a virtualization-based security enclave, so we put it all in a virtual machine. The application outside the virtualization-based enclave runs in a malware-protected process, which would essentially require a malicious kernel driver to access.”
